Straight Talk: Analyzing the Oregon Senate GOP walkout over cap and trade (Part 2)

Welcome back to straight talk today we’re talking about the showdown in Salem over cap-and-trade welcome again to our guest political analyst Len Bergstein and KGW reporter Pat Doris and we’re gonna start this this second part of the show today where we left off just before the break and that was when Senate President Peter Courtney told everybody the cap and trade bill was dead listen here what I’m about to say I say of my own free will no one has told me to say this no one has there is no strategy what I’m about to say is just Peter House bill 2020 does not have the votes on the Senate floor that will not change he really gets he knows how to get you hanging on every word he’s a funny emotional guy but let me tell you in the newsroom when he said that it was unclear what he was talking about we sort of thought he was just restating that there’s no Republicans in the building so there’s not enough votes Steve and have a vote but in fact it soon became clear he was saying there’s not enough Democratic votes it seems to shocked everybody not just those of us who were outside the process but also the folks in the house side people have been working the bills and so on and so forth a part of this is a back story and because the Senate President first of all he’s the embodiment of the institution he really feels like he’s a most important job is to land the plane as a metaphor he loves the place and he loves exactly and the horse and so he wants to get all the budgets done and so on and so forth and he very rarely brings a bill to the floor of the Senate that doesn’t in have bipartisan support or at least a chance of voting so they’re pretty good vote charismatic here I think there was a not it was a failure of strategy from the beginning though do you think it’s from the beginning they had an issue with having enough votes were there or do you think that what the Republicans did had them wavering no no I think they were for demo thing we talked about it earlier as the price to get more carbon reduced and more environmental benefits increased the cost of the bill had an increase it hit people that were not exactly every Democrats constituency but it they knew what was happening and then all of a sudden some of the Democrats in their 18 person caucus started to say well wait a minute this isn’t so good for my districts is gonna go in at this point we had you have four DS that were gonna go you know Betsy was Johnson was always a no Scotty Baldwin was having a problem he’s on a cloud poison was trying to negotiate something better and then the surprises were like someone like Lori Moniz Anderson who represents you can congressional in Boeing yeah but and why they kind of like walked her out on a plank when the Democrats controlled the process why they would walk one of their own members out on the plank on this well I think they wanted to have a vote that would go down they would be able to blame the Republicans for it and then come back change maybe a little bit and then push something through and we’ll have you know they’re kicking it’s interesting I well you know this is all done for people at home who don’t know these votes are counted in their caucus room before they get out onto the floor so they’re counting ahead of time and okay you don’t like this what would it take to get you to change your mind no how do we get you to it yes and so the vote counting I mean the end of the game is supposed to be when they walk out there to vote all the exciting stuff happens in that caucus room right and I think for the people at home for a lot of folks it was it got back to the whole trust thing you know hey we trusted Republicans not to walk out again they walk down again hey we trusted Democrats you made this sound like the only thing keeping this from happening was the Republicans in there there are antics here but it turns out you didn’t you’re draggin us through this whole saga – you didn’t even have the votes to begin with let’s listen in now to another interview by timki Knope in Idaho with KHQ after it came out – where the Republicans were like dead we don’t really quite believe you here’s what he had to say the governor has said if we don’t come back she’ll call a special session in early July and so we are hoping for a negotiated settlement that’s bipartisan bicameral and optimistic that that’s going to happen in the next few days okay so then we hear from kind of how things are being mold over with Democrats here’s a Democratic senator Gini verdict and how she’s responding to some of the things we’re hearing from Republicans listen now they never should have left in the first place and so I really don’t care what it takes for them to feel like they should come back and do their jobs okay people are not each other yeah people aren’t very happy and the trust issues continue as we see today as we record this on Thursday loggers rallying still outside of the Capitol against the bill that is supposedly dead right so talk about this trust talk about how we move on from here and work together well first of all you’ve got if you can set aside cap-and-trade or whatever there’s a whole bunch of other things that have been gotta get done and the legislature although it started in chaos and controversy with this whole harassment thing move through a very substantial list of pluses including revenue changing the way we finance our schools and getting finally a bunch of money for that that’s a whole bunch of other things we have housing bills through we got criminal justice reform I mean there’s a lot of things then that I think they built trust on they try or they should have had a sense of work working with but in but then you’ve got this ending on a low note and I quite frankly I don’t know what brings them back easily accept the fact that they deep down inside know that they can’t step over the line too much or they’re not they’re really not doing their constitutional job we have less than a minute left but do you believe you’ve talked to these people personally because they’re too much love lost here there’s a lot of love loss I mean it’s gonna take some serious marriage counseling together these two sides together and here’s the reason because it this thing has been what they call read twice on the floor so it has to come up a third time and be voted on and if the vote ends up being yes boom it’s law mm-hmm and if it votes out no they’ve got some of the people who are on the non prevailing side can in fact bring it back or send it to her so there’s a lot of parliamentary games and the Republicans are good at because they’re in the minority they know the parliamentary games you know the protective so there’s a lot of you know you know relying on these kind of tricks that really go on it’s good as to where the ends justify the means we’ll see and the super majority continues so what what tricks do they got left in there they’re
