Slavery/Indentured servitude is not cool wherever it's occurring. It's the whole of treatment that makes Blacks (in America) situation a bit tougher. The follow-up treatment was something else. I mean (and I know I'm repeating myself), blacks were not allowed to sit at a regular old food counter. Blacks had to step off of a sidewalk if a white person passed (I always wondered whether Blacks had to step off if an Asian or Latino/Latina approached...I'll have to look into that). Blacks had to get up from their bus seat--even if you were 105-years-old and had a walker--if a white person decided they wanted a seat (I can assume that, in some cases, the bus driver would insist, even if the boarding white person did not). It wasn't a case of separating the race; it was a case making sure Blacks did not enjoy the freedoms that Whites enjoyed. I think that's where "separate but equal" comes in....

Anyone that has done wrong ought to apologize. Because there are folks whose life has been affected through the wrongs of others (ancestors).

If someone believes in anything after this life, then,at the very least, do it in honor of your own ancestors (either give or seek out apology). Now, even if you don't believe in an afterlife and honor and all that jazz--and you (your race's ancestors), on the "giving" end of unjust treatment, truly feel that another [group] was ill-treated--then there's nothing wrong with apology. Not only does it make the victim(s) feel better (doesn't quite change anything, but...), it should make you feel better, and the biggest benefit could be the effect on the overall vibe (in all of society).

Little confusing. But, basically, the answer to your question, dinosaur: Yes.

Hell the Barbary pirates were raiding the UK just a few hundred years ago do they owe the brits an apology? Or is that different? Based on race of course.
